Does the riding in Cowboy beep-beep get penalized for missing a limb, specifically leg? (should have asked that before rolling XD)

Rounded up or down?If you fail, add only half the result of your roll to your Speed as you lose too much time in that part of the course.
Can this go into negatives, or floor of 0?At the end of the event, divide your Speed by 10 (rounding up). You gain a number of Rebirth points equal to the result minus 2.

Based on that... I feel it should be penalised, unfortunately. Since this wasn't clear before, feel free to reroll this sub-event if you think you'd take different decisions knowing this.

Can you be at the sanctuary event without rolling to participate in the side events?

Do the gift cards from the Night Walk event need to be used in the event gift shop? Or are they good anywhere (and therefore added to your general money pool)?

Not sure I understand you here, but if you mean whether you can participate in the RP thread without rolling I'm the event, I'd say yes. You can exchange them for actual koku in one of the stalls
In other words - you're good to use them elsewhere

Does this include calling raises to change the trait?Each successful Raise called on any of the two rolls grants you 1 additional Rebirth Point.

Nope!
