"Not much. To be more precise, it's more like the way it was handled back in old Rokugan with the Shadowlands, as long as you don't talk about it, it's not there." he said dryly. "I don't cut my teeth on Scorpion bureaucracy for nothing." He shook his head slightly, "That's why I organised.... informants to get to the truth in a roundabout way."

"I am almost certain you can find much more recent examples than that, Miya-sama," she says, and there was some sense she found this amusing despite no laugh nor smile ever seeming to deign to cross her features. A sort of presence to that casual stony front she exposes as a public face as if you simply knew that the mountains were happy without being able to quite explain it.

"Do you suspect they would not want to solve this issue for some reason? An imbalance, one leading to what you believe they lead toward. I would think that such a thing would be of greater concern."

"Well, the most likely reason why they're not doing anything about it is either that the problem isn't big enough yet for them to care, or, more likely, they're containing the problem as much as they can because they can't solve it and calling for help now would be a sign of weakness."

He picked up his glasses and polished them, "What kind of image do you think the Yogo will have if it turns out they can't handle the situation?"

Thinking for a moment, the furrow of her brow giving pause. One of the members of staff enters the room with a tray of some biscuits and a bit of pre-prepared and poured tea with the pot off to the side. Setting it down the steam wafted off the cups with a pleasant aroma that enticed a fair deal, for a Crab tea. Promptly they left and closed the door once more behind them.

Almost exactly on the punctuation of a closed door Koyuki sighs, "I will never understand that way of thinking. If you have a problem fix it or eliminate it and move on," she says, and then claims one of the biscuits to chew at dry avoiding the tea nigh entirely for the moment.

Nishida put his glasses back on, took some of the tea and nodded slightly at Koyuki's statement. "Saving face is the status qou of all those who don't belong to the crab," he said and took a biscuit. "Practical approaches are therefore usually sacrificed to the path that usually brings the greatest cost, but at least saves face. It's a shame, but it's the situation we have to deal with."

"I should rephrase," she says, no smile but there's a certain humored presence to her. "I understand it, Miya-sama. I just cannot abide by the willingness to endeavor on that path. Having no control over the situation myself, however, I will simply have to let them be as they are. Doing what I can within the confines of my position to do good," she says, and as if to ensure she was trying to maintain respect and politeness did deferentially dip her head in his direction.

Rising, she busies her hands with claiming herself a tea-cup. Though now leaves the biscuits behind. Looking back to Nishida she inquires, "Is this why you are here Miya-sama? I mean the world of dreams. I know that is why you have come to the House of Stone, to me, of course."

"No" was his first reply, "I've been stationed here as a delegate of the Imperial Families for the Winter Court." he said curtly, taking a sip of tea.

"It's just mostly that I have a vice,..." he began with a small smile, "I'm terribly curious and can't keep my nose out of things, ,which I suppose I'd best ignore."

He looked to the pangolins and back to Koyuki, "Or maybe that's just an impulse that comes from my lineage. The crabs usually can't leave things as they are, can they?"

It would become harder for Nishdia to invoke his ancestry as time went on, but still the shift to the Imperials was fresh.

"Can be quite the dangerous vice to seek, Miya-sama," she says. Offering a glance of a woman whom understands far too well. Taking another one of those biscuits into hand and blasphemously to some munching on it dry.

"Indeed, you never know what sandals you'll step on, and so many people have terribly large feet" he replied, quipping.

"I hope I have not placed too great a burden on you. In the best case, the scorpion itself solves its problem, although I dare to doubt that this occurs".

Sharp exhale out of her nose was the most of a laugh he might ever manage to get out of her in his lifetime, but he did. It was a rare honor.

"No, I have faced far greater burdens that could not be solved merely with my silence on a matter. Until such a time that anything needs to be done this is a rather simple weight to carry, Miya-sama. I appreciate your trust in being willing to bring such a thing to me that you desire to remain confidential," she says, and finishes off the last of her tea. Sitting for a moment, enjoying the way there was a finality that held in the air like a presence.

"Shall I escort you out Miya-sama? Unless of course you have further need of me?"

He delicately placed his cup in front of him and bowed slightly. "I would be honored if you would escort me through these halls again," he replied, and set about getting up. His bodyguards had already risen, after they too felt they were finished.

"It will be my pleasure."

Koyuki rises, accepting the mantle with a dipped head. Starting them off toward the exit with casual pace. Looking to him as they walked, "So, Miya-sama, how has the embassy changed since you last saw it?" was all of their conversation that was heard as the pair exited the room. Slowly followed behind by Nishida's bodyguards. At the back, both Pangolin looking toward the exit as the group leaves them alone with the floating spirit-bound holographic fish in the center of the room swimming about through the air.

All was silent once more.

Nishida paused from time to time, pointing to one place or another and explaining which images or things had changed. At the end he bowed a little to Koyuki, "Thank you for your hospitality, may we meet again".
