There was more to the World of Dreams than places for decadent clan samurai to party and slums for ronin to squat in. For example, were one walking to Horogai Mall, one could scarcely fail to notice the local headquarters of Watanabe Heavy Industries.
It was, of course, a place of legitimate business, though one could easily see the hallmarks of the Mantis style. The designers of the building had clearly had more money than good taste. It was a Mantis tradition after all. One merely need to look up at the giant statue of the company's founder one had to walk by as it was front and center of the building. It was clearly quite expensive, but that seemed to be the entire intent of the statue. 'Look how much money we can spend on this, be impressed.'
Perhaps Hato was just not the intended target of the work. Perhaps the various Mantis who worked there felt motivated so they too could have a giant statue in their honor somewhere. Or perhaps they worked harder, feeling like their founder was watching over their efforts.
