Well it wasn't like Hato had all that to begin with.
She followed his gaze upon the boat.
"An interesting viewpoint, Mirusmoto-san. This one's first assumption upon seeing the embassy that it was a security measure. Thefts and assassination are harder to plan against a moving target than a stationary one." she admitted.
It hadn't stopped her from planning a theft, of course.
"Perhaps there is a token gesture towards inaccessibility here. It's not like the bygone days of legend where the Dragon's mountains cut themselves off from the entire Empire unless the Dragon themselves allowed a visitor. If you had a mountain here, it wouldn't stop people from getting there in a helicopter." she offered.
"This one thinks there might be a statement here about the Dragon's relationship with this world. The embassy floats upon it's water, but it is not a part of the land crafted by the Scorpion. But this one is left to wonder by the Dragon have an embassy on this world at all. They have no industry here, nor any love of the Scorpion lifestyle. If the Dragon truly wished to be remote, their own worlds are much more remote than a boat."
She looked curiously at him.
"Why do you think the Dragon are here, Mirumoto-san?" she asked
