The tourists will certainly flow into the bars. The locals? Depends on how often it rains.
As the Breton proverb goes: "In Brittany, it only rains on Parisians." Not meaning the locals can magically avoid the rain but that they're used to water spontaneously dropping from the sky any day at any time with little forewarning and so are equipped to deal with it, never going out without an umbrella and/or a raincoat in their bag or car trunk. And more importantly, they don't let that stop them from enjoying (or enduring for the ones working) outdoor activities, continuing with their day as usual while the tourists shiver in their soaked shirts at the pub.
