Housing the embassies of the Hare, Shark, Osprey, Fox, Sparrow, and the Firefly, the Minor Clan Alliance Headquarters is likely the busiest diplomatic mission on World of Dreams. Located a stone's throw from the House of Chrysanthemums, the Minor Clan Alliance Headquarters consists of a tall skyscraper surrounded by a dozen or so assorted administrative and commercial buildings. Curiously, the topmost floor of the skyscraper is far wider than the other floors, allowing each Clan to have an equal amount of space for their offices. With work spaces thus clustered together, the ambassadors representing the Minor Clans have become a tightly knit group, and while they all protect the interests of their clan first and foremost, it is not unheard of to have an ambassador pay an unofficial visit in the dead of night to ensure that some critical tidbit reaches the right people in time.
The vast lobby also serves as a common room and sits one floor below the ambassadorial offices. This space is decked with comfortable, if worn, sofas and cushions crafted by Fox and Osprey artisans, surrounding tables with impossibly thin meteor-stone tops provided by the Firefly (the high iron content of some of them makes finding the magnetized tables a fun party trick). The room also has a good two-dozen terminals meant to allow visiting dignitaries and traders to work and socialize. Old books and scrolls, gathered from across the galaxy, sit on bookshelves that cover the walls, much to the amazement of samurai who have become accustomed to consuming such media from the screens of their densai. Tea and refreshments are available, though the offerings are likely to leave Scorpion and Crane visitors sneering at the presumed low quality of blends offered. Perhaps because of this, Great Clan diplomats rarely visit the Minor Clan Embassies, preferring to invite their diplomats over instead.
Location special rules: The extensive, if outdated collection of books and scrolls housed in the Embassy gives an unique insight in the Empire's history and its expansion into space. A character may spend a time slot perusing the old books - if they do so, they may immediately attempt a Lore: History, Lore: Deep Space, or Lore: Spirit Realms roll as if they had a single rank in the skill. Should a character already have the relevant skill, they gain +1k0 to the Skill Roll instead.
