After her indescribable encounter with the mysterious masked man, Hato returned to the area of the Black House. The streets seemed particularly quiet. The embassies did not sleep, it was true. There was always someone awake in case a diplomatic emergency happened. But the bulk of the legitimate bureaucratic forces did their work in the Scorpion's best approximation of day, not by the light of two moons.
