Deep below World of Dreams lies the Undercity - a dark, miserable warren of dwellings and factories where millions of commoners live and work. Where the city above is lively and bright, the scenery of the Undercity is brutally functional. Exposed network ducts, cables, and pipes run along walls and across streets, sometimes venting steam or dripping sewage. Crime is rampant and, while Scorpion magistrates officially uphold the law in the slums, in practice it’s the factory moguls and their security forces enforcing the draconian regulations meant to keep the underground workers and their families obedient and productive.

Sunlight never reaches the Undercity. Instead, its winding byways are lit with flickering glow lamps. The air beneath the city proper is humid, with molds of various colors growing on nearly every surface. The rumbling and screeching noise of industrial machinery is ever-present, with industrial complexes of large forge-factories surrounded by humble habitation blocks. This allows whole families of heimin to live one generation to the next without traveling a mile away from the factories they work in. There are no genteel tea houses here, no cherry-blossom gardens or busy arcades, only the endless tunnels, factories and creches built to accommodate and indoctrinate the masses.

Location rules: Only Brotherhood and Scorpion characters with appropriate papers may enter this location. Brotherhood characters willing to do charitable work among the heimin can usually acquire such papers for the next IC day from the magisterial office.

A character may attempt to forge such papers by rolling Forgery (Documents) / Agility against TN of 35. Should a character have access to the genuine article, this TN is reduced to 25. Alternatively, the character may attempt to sneak in by rolling Stealth (Sneaking) / Agility against the Notice / Perception of the guards. Needless to say, the guards have a selection of electronic and spiritual devices available to them, granting them considerable bonuses for such rolls.
