I suppose this is actually a general rules question, but its proximate subject is the combat event, so I’ll ask here—
Sap the Inner Fires has Range: Touch. Is it even possible to cast on an ‘unwilling’ target? And if so, how would that work?
Extremely good question! I think I am going to rule that you need to maintain the touch far longer than is convenient in combat - that is, it can only be used on immobilized and/or willing targets.
