Banner IV covers five districts on World of Dreams. Kyuden Oborozuki, Diplomatic district, 3rd Mercantile district, 8th Temple District and 71st Habition district.

Notably Darling of the court Advantage only applies in Kyuden Oborozuki district.

I mean, won't blame you for missing this. So no, as the event takes place in Diplomatic District.

The Dance

Success and each successful Raise (free or otherwise) called grants the character a Free Raise on 'The Truth Beneath the Rose' roll.
Truth Beneath the Rose

A character may try pry information from the hosts by rolling Awareness / Investigation at TN 20 twice. Each successful roll and each two successful Raises called granting the character's faction an Information point.
Can the free raises acquired at the dance step be split as the player sees fit on the two Investigation roll?

Like, if you've got 3 of them, assign two to the first roll (with no called raise) and one to the second roll (with one called)?

Do the Investigation rolls in Eyes Wide Shut count as lies for techs like Usagi Witchfinder?

"You gain +1k0 to all of your Investigation skill rolls. When making a roll to detect a lie, you may also keep an additional die."

For the side event:
Flight of Glory
Bomber
The player is not restricted on the number of raises that can be called here.
Does this only apply to skilled rolls or does this also allows to bypass the restriction that raises cannot be called on unskilled rolls?

No, this won't supercede the standard rule of needing the skills to be able to raises. I will add this to the event now for clarity, thank you.

Change the Terrain: As one or two of their three tries, players of the claw game may attempt to shift the offerings in the pit of prizes. This would mean they would be using their tries to shift around other items without the intent of obtaining them but rather for better positioning to obtain the larger prize. Instead of trying to get the prize, players trying to do this may choose to make either an Investigation(Notice)/Perception or Hunting/Perception check at TN20. On success, they may drop the TN of the Hunting/Perception roll for the main portion of the game by TN10 with an additional TN3 for each raise successfully called.
Just to make sure, if you do it twice and succeed both times, is the TN reduction cumulative? (20 plus total raises)

If NPCs happen to participate in my events and do really well, I'm going to say that top placement is only reserved for PCs.

It would be very much preferable for bookkeeping purposes. You can save them if you wish, however. Just link the event when spending them.

Actually, you can keep playing the same games after the event but just know that the number of tickets you will be earning will be two zeros off. Every 100 Tickets earned will be 1 Ticket instead. Quite the massive grind if anyone is up for it! One game per time slot too!
