I admittedly wrote the fluff to be a bit wonky...but yes, Scorpion can participate, assume they are attacking the Kyuden too and Chikushudo House! What will happen to Nari-chan if the hackers are successful?!

Yep, I'll allow it! Well, you also have to pass the roll too if you're taking the Raise option and not the +5.
